“Day One” Pledge-Policy Assessment
Codifying Power and Government Accountability
Bill 1: The Accountability Amendment (Term Limits & Executive Power)
-
- Legal Justification: Amends Article I (Congress) and Article III (Judiciary) of the Constitution. Codifying executive powers addresses ambiguities in the National Emergencies Act of 1976.
-
- Economic Impact: Reduces the “Seniority Premium” where older districts receive disproportionate funding. By ending life tenure on the Supreme Court, it reduces long-term regulatory volatility, as judicial philosophy becomes more predictable and refreshed.
Bill 2: Repeal of the Insurrection Act & 2001 AUMF
-
- Legal Justification: Restores the Separation of Powers under Article I, Section 8 (The War Powers Clause). Repealing the Insurrection Act of 1807 prevents the circumvention of the Posse Comitatus Act, which prohibits military involvement in domestic law enforcement.
-
- Economic Impact: Massive cost savings from ending “forever wars.” Redirects military logistics budgets toward domestic infrastructure and state-level emergency management.
-
-
The “New Deal” for Health and Financial Security
-
Bill 3: Universal Health Care (Medicaid for All)
-
- Legal Justification: Utilizes the Spending Clause (Article I, Section 8) to provide federal grants to states, modeled after the successful administration of the Affordable Care Act’s expansion but removing private insurance intermediaries.
-
- Economic Impact: Eliminates $400B+ in annual administrative waste. By decoupling health insurance from employment, it fosters “job lock” relief, allowing Hoosiers to start small businesses without losing coverage.
Bill 4: Social Security Solvency Act (Eliminating the Earnings Cap)
-
- Legal Justification: Amends the Internal Revenue Code to apply the 6.2% payroll tax to all wages, regardless of income level (currently capped at roughly $170,000).
-
- Economic Impact: Immediately secures the Social Security Trust Fund for 50+ years. It functions as a progressive tax that affects only the top 6% of earners while protecting the benefits of the bottom 94%.
-
-
The Great Tax Shift: The Network Transfer Fee (NTF)
-
Bill 5: The Financial Network Transfer Fee
-
- Legal Justification: Exercises Congressional authority to “Lay and Collect Taxes” under the 16th Amendment. It redefines the tax base from “Income” to “Transaction Volume.”
-
- Economic Impact: * Direct Benefit: Eliminates the “Compliance Cost” for individuals (no more tax returns for most).
-
- Systemic Shift: Captures revenue from high-frequency trading and automated financial movements that currently bypass the labor-based tax system.
-
- Debt Reduction: Even a fee of 0.1% to 0.5% on the quadrillions of dollars in annual US financial transactions could replace the entire personal income tax and begin aggressive debt retirement.
-
- Economic Impact: * Direct Benefit: Eliminates the “Compliance Cost” for individuals (no more tax returns for most).
-
-
Public Goods & Energy Independence
-
Bill 6: Preservation of Public Goods (Corporate Loopholes & Lease Rates)
-
- Legal Justification: Amends the Mineral Leasing Act. Closes “Transfer Pricing” loopholes used by multinationals to shift profits offshore.
-
- Economic Impact: Increases federal non-tax revenue by billions. Higher lease rates on federal lands incentivize more efficient extraction and discourage “land-hoarding” by speculators.
Bill 7: Renewable Energy & Indiana Technology Hub
-
- Legal Justification: Reinstates and expands the Investment Tax Credit (ITC) and Production Tax Credit (PTC).
-
- Economic Impact: Specifically targets Flow Battery and Closed-Loop tech—sectors where Indiana’s manufacturing base can lead. Creates high-wage “Green-Collar” jobs in District 4, shifting Indiana from an energy importer to a tech exporter.
-
-
Liberty & Safety
-
Bill 8: National Firearms Competency Test
-
- Legal Justification: Modeled after the “Well Regulated Militia” clause of the 2nd Amendment. Legal precedent exists in Heller and Bruen for “sensitive places” and “dangerous and unusual weapons” regulations; this bill focuses on the “Well Regulated” aspect of personal proficiency.
-
- Economic Impact: Financed by a National Gun Sales Tax (similar to the Pittman-Robertson Act which funds conservation). Reduces the $557B annual societal cost of gun violence through decreased healthcare and emergency response burdens.
Bill 9: Cannabis Decriminalization & Medical Rescheduling
-
- Legal Justification: Moves Cannabis to a new “Schedule VI” or “Unscheduled” status, removing it from the Controlled Substances Act. Harmonizes federal law with the 21st Amendment (Alcohol model).
-
- Economic Impact: * Tax Revenue: Estimated $10B+ in federal excise taxes.
-
- Small Business: Allows cannabis businesses to finally access traditional banking and claim standard business deductions (ending the 280E tax penalty).
-
- Social Justice: Reduces the massive economic drain of the “War on Drugs” on the legal and carceral systems.
-
- Economic Impact: * Tax Revenue: Estimated $10B+ in federal excise taxes.
